Application for Redevelopment Waiver and Qualitative Control Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a redevelopment and qualitative control waivers.

Project Description:

Proposed utility and roadway relocations include civil work to support the construction of Amtrak’s Frederick Douglass Tunnel.

The project work is located from the intersection of W. Lafayette Avenue and N. Payson Street to the intersection of N. Payson Street and Riggs Avenue and along the east side of Amtrak’s Northeast Corridor from the intersection of Edmondson Avenue and N. Pulaski Street to the intersection of N. Payson Street and W. Lafayette Avenue and along the west side of Amtrak’s Northeast Corridor from W. Lanvale Street to the intersection of W. Lafayette Street and Spedden Street.

The project will consist of various utility relocations of both wet and dry utilities and roadway re-alignment and reconstruction with sidewalk and curb/gutter reconstruction, with microtunneling operations under the Amtrak Northeast Corridor. City-owned and third-party utilities to be relocated in this package include stormwater, sanitary, water, communications, gas mains, lighting, electrical conduit, etc. City-owned and third-party utilities to be relocated in this package include stormwater, sanitary, water, communications, gas mains, lighting, electrical conduit, etc.

The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The project will provide impervious area reduction to satisfy the requirements of this waiver for 0.63 ac of this project.

AND

the City Code. The Applicant has demonstrated that 3.35 ac of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 3.35 ac of this project.
