Application for Qualitative Control Waiver and Variance

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control and quantitative control waivers.

Applicant: CR Properties Development, LLC

Watershed(s): Jones Falls

Project Description: The project has an approximate limit of disturbance area of 5.15 acres and is located northeast of the intersection of Falls Road and West Northern Parkway. The project will consist of a 3-story assisted living structure as well as roads, retaining walls, and amenity spaces. 

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code.  The Applicant has demonstrated that the 0.02 ac of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 0.02 ac of this project. 

AND

The Applicant has demonstrated that on-site water quality control is not practicable. The Applicant will satisfy the water quality controls for this project by payment of fee-in-lieu of on-site stormwater management for 0.15 ac of this project. 

The Applicant also requests a variance in accordance with Article 7, Division II, §24-1for recharge requirements, as high bedrock exists throughout the site, making recharge practices infeasible.
