Application for Qualitative Control Waiver
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control and quantitative control waivers.

Project Description: The project has an approximate area of 0.59 acres and is located north of Chesapeake Ave, along the CSX railroad right-of-way. The project will excavate approximately 711 yd3 of Chromium and Antimony-impacted soils as required by The Maryland Department of the Environment (MDE) Corrective Action Plan (CAP). Excavation of said contaminated soils will be to a depth of 1-3 feet below ground surface, and backfilled with either clean soils and/or clean aggregate base.
The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that the 0.59-acre project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 0.59 acres of this project.
