Application for Redevelopment and Qualitative Control Waiver
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a redevelopment and qualitative control waiver.

Project Description: The project has an approximate area of 0.48 acres and is located citywide at the intersection of W. Saratoga Street at Eutaw Street; York Road at Woodbourne Avenue; Walther Avenue at Moravia Road; Reisterstown Road at W. Cold Spring Lane; N. Charles Street at Friends School. The project will consist of focusing on 5 intersections throughout the City to include curb bump-outs, sidewalk repair, roadway pavement rehab, ADA ramp upgrades, signage, roadway markings, street lighting, traffic signal improvements, and landscaping.
The Applicant is requesting a Qualitative Control Waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that 0.35 acres of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative controls for 0.35 acres of this project.
The Applicant is requesting a Redevelopment Waiver in accordance with Article 7, §23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The project will remove 0.01 acres of impervious area. The Applicant will satisfy the remaining water quality controls for this project by payment of fee-in-lieu of on-site stormwater management for 0.05 ac of this project.
