The Baltimore City Department of Public Works in Coordination with Excel Fund, LLC, and the Mayor and City Council are accepting public review and comments for a request to waive1 Qualitative control for the proposed redevelopment of the lot located at 5100 Liberty Heights Avenue.

Notice is hereby given that the public is invited to comment on the request by Excel Fund, LLC, for a waiver of Stormwater Management (SWM) Qualitative control requirements for the proposed project. Comments on the request for SWM waiver must be received by 5:00 pm on January 19, 2011, to insure consideration by the Department.
Excel Fund, LLC is proposing to construct an 8,015 sf building (footprint), a twenty (20) car parking lot, and associated utilities, sidewalks, and landscaping areas. The improvements include:
- Construction of a 8,015 sf building (footprint) and associated 20 car parking lot
- Microbioretention environmental site design practices
- Perimeter sand filter units for water quality control
- A subsurface pipe detention facility for stormwater quantity control
- Associated utilities, sidewalks and landscaping areas
This project qualifies for the Qualitative control waiver under §23-7-(C) of the Baltimore City SWM Ordinance. Environmental Site Design on this site was implemented to Maximum Extent Practicable by providing microbioretention. Perimeter sand filter units are proposed to provide treatment of the required water quality volume. Dry storage in a subsurface pipe detention facility is proposed to manage the peak discharge from the 1, 10 and 100 year storm events to preconstruction peak discharge levels.
